With the rapid development of highway construction, the backbone of China's national highway system has gradually formed. Many backbone road network of our country goes through by mountain area, and generally mountain area is high altitude, and the temperature is low in winter.Frequently mountain area is local regional low temperature area, and it is also ice and snow disaster-prone locations. According to incompletely statistics,2008 snowstorm caused economic losses of more than 1000 million, caused paralysis of Beijing-Zhuhai expressway and so on.The traffic control section in Chongqing caused by this ice and snow disaster up to 2100 kilometers, involving 17 districts and counties, from this, it can be seen that the defense capability of the current mountain highway traffic against ice and snow disaster is rather weak.According to the research of mountain area disaster warning, traffic scheduling and management plans and emergency disposal methods, the system—the ice and snow disaster early warning and road network scheduling of mountain highway system has been designed and developed.Paper inquirys the topic from the theory and practical aspects, and obtain the following results:①Put forward early warning assessment model.This paper uses the main factor analysis to filter out the temperature, humidity, snowfall levels, as a major cause of the disaster. The expert scoring method gives evaluation scores of the different influence degree for each factor, and obtained the weight of each factor.we can comprehend evaluation of each factor score and weight, give early warning assessment model, which can get the risk score of the corresponding region, so as to do early warning assessment.②Achieve overlay analysis of remote sensing data and vector data.We can achieve overlay analysis of remote sensing data and vector data, mainly through FME process, and through the function "PointOnRasterValueExtractor "to achieve point surface stack, the height above the raster data can be transferred to vector point data. Through the use of remote sensing images, the discriminating factors,which can affect whether a snow becomes a disaster, such as the slope, aspect of topographic factors, road material and so on,can be obtained directly.So as to consider synthetically the disaster-causing mechanism, rationalizing the influence factors.③Design and develop the system—the ice and snow disaster early warning and road network scheduling of mountain highway system.The ice and snow disaster early warning and road network scheduling of mountain highway system integrates the early warning assessment model.the system making Chongqin as object, can effectively collect, analyze and assess the severity of snow disaster in whole Chongqing to make early warning, and so we can narrow down the scope of disasters from the whole Chongqing to hardest-hit counties. Paper selects Chengkou county as the hardest-hit counties according to the first early warning result. In Chengkou, combining of alarm call, the system can give accident-prone locations under the conditions of snow and ice disaster, and taking the road level, whether there has been snow and the length of the road into account, applying the control of network analysis provided by ArcGIS Engine, can analyze the best path in real time, schedule the road network and control the traffic.At the same time give the disposal method of emergency and bypass routes.Early warning system uses ESRI's ArcGIS United States as a development platform, reference ArcGIS Engine interface, use object-oriented Visual Basic as a development language, introduce of early warning model to complete the highway snow disaster early warning systems.The system can separate from the ArcGIS Desktop platform once completed.And users only need install the ArcGIS Engine Runtime. After further improvement, the system can be provided to relevant road management departments for practical application.From the summary of the three aspects above, we can see that the paper's research result can provide a solid theoretical basis and practical Applicable scheme for the ice and snow disaster early warning and road network scheduling of our country's mountain highway.Which can improve our capacity to response the ice and snow disaster of mountain road, improve the efficiency of highway operations under the condition of the ice and snow disaste, and reduce People's property loss and accidents caused by the ice and snow disaster.
