The finite element method to the solution relies on the time of partial differ-ential equations, generally, the effective way is to take the finite element method, the region to time in the finite-difference scheme.In order to reduce the physical changes and excessive values of a scattered,a method of second order charac-teristic finite element is combined with dynamic finite element spaces based on Galerkin projection method to create a fully discrete characteristic dynamic finite element procedure for the solution of second order linear convection-dominated diffusion problems. By analysis convection term and diffusion term,the procedure is proved to be stable. Convergence analysis and error estimates are established.
