Land resources are non-renewable; in our Country, its quantity and quality are both facing severe challenges. This paper proposed Land exploit carrying capacity (LECC) based on the current situation of land carrying capacity, and established comprehensive evaluation model based on index system, which was used to assessment LECC.Base on the principles of sustainable land use and environmental protection, abide by the concept of eco-first, energy saving and rational development, this paper select indexs from three aspect, which control the way of land use, land exploit extent and land exploit efficiency. Draw on the idea of Low Impact Development (LID); recommend Runoff coefficient and disturbance levels of development assessment index, this paper built a three levels evaluation index system which contains 16 indicators. Taking Remote Sensing image as data sources, doing image pretreatments such as multi-band Layer Stack and Resolution Merge etc with image processing software ERDAS IMAGINE 9.1, after that, use supervised classification obtain the land use data of the Industrial Park. Established five levels of indicator standard values and five comprehensive carrying capacity levels, built fuzzy comprehensive evaluation model with Matter-element Analysis (MEA) to calculate the LECC correlation to five carrying capacity levels, and improved the MEA during calculation. When determining the index weight, merging standard weighting method and improved AHP method, established a subjective and objective combined weighting method to determine the index weight.The evaluation for the LECC of an Industrial Park in Danjiangkou City showed that the current LECC of the Industrial Park have the biggest comprehensive correlation value to the first level, after the implementation of Industrial Park planning, have the biggest correlation value to the third level, the level of the LECC dropped because of the planning. Further analysis the correlation to the second layer showed that, after the implementation of Industrial Park planning, although the land output added, the resource utilization and the infrastructure have improved, but the LECC declined because of ecological disturbance degree become larger, runoff coefficient and emissions increased etc. The result show that the industrial orientation of the Industrial Park is not conducive to its sustainable land use, this should pay enough attention.
