Time and space is the most important basic information to describe the objective world,more than 70% of the world things that only give information on spatial location and time are more economic value and practical significance.CORS can provide real-time, effective and continuous geospatial information, which will greatly improve the level of urban information management and disposal of emergency incidents. In the scientific development concept to guide economic development and deepening of today's urban construction, city information technology will become an important symbol of the process of urban modernization.The research for positioning technology and the engineering for construction of CORS are basically the same level with foreign countries, but the coverage of reference station network and the density of station, there is a big gap. Currently, to meet the needs of informationization about the national economic construction, a large number of cities, provinces and the industry is planning to create a similar network system for continuous operation, a construction boom of continuously operating reference station network system is coming, and the construction of a large number of CORS system attendant is the large number of reference base station network construction.And how to ensure the quality of reference stations CORS network construction is an important part of the research field. Therefore, the research for the the basic characteristics of CORS overlay network, reference base station site location and networking programs is especially necessary.First, we try to use "Graph Theory" in the theory of topological analysis of the CORS overlay network, in combination with CNCORS base station datas for simulation site to find out the basic features of CORS overlay network, analysis the impact on the basic characteristics of the network that the different network Structure had made and ultimately gives the basic principles about the base layout of station network to guide the construction of base stations.Secondly, the paper discusses a scientific, detailed siting reference base station location plan, and envisages a set of decision-making system about reference base stations location based on of GIS technology,when siting the base station,how to avoid the staff making subjective determine and how to make the reference station site selection working more efficient, scientific, this paper proposes an idea.Finally, the Applications of Delaunay triangulation in the CORS reference station networking in large-scale application in the study, given an optimization of the reference station networking programs based on Delaunay triangulation, and achieved the program software design by related software developers, and by testing part of a CORS reference site data and the results show that the scheme can be better to solve the networking reference stations, base site to add, deleting and so on.
