Value Orientation Of Environmental Policy In The Vision Of Scientific Outlook On Development

Since the United Nations Conference on Human Environment in Stockholm in 1972, China has formulated and implemented hundreds of decisions and action on environmental protection. In the view of the official evaluation, China's environmental situation has basically been brought under control, but the control is still inadequate. Current environmental policies can not fundamentally solve the conflict between economy and environment.According to modern public policy theory, value orientation is the most essential requirement of public policy. It has a direct impact on formulation, implementation and evaluation of the policy. Based on the interpretation of the economic and social development rule and the relationship between human and nature, author analyzes the shortage of environmental policy effectiveness, puts forward the appropriate value orientation of China's environmental policies.This article is divided into four parts:The first part is an introduction. In this part, author discusses the definition of value and value orientation, content and characteristics of value orientation of environmental policy, and theoretical and realistic basis to establish the value orientation of environmental policy.The second part describes the theoretical connotation and ecological implication of scientific outlook on development as the theoretical sources of value orientation of environmental policy. Then this part analyzes the principles to be followed need to be followed in the environmental protection work under the guidance of scientific outlook on development.The third part expounds the evolution of China's environmental policy and the characteristics of each stage, and then analyzes the existing problems of China's environmental policy based on the severe situation faced by the environmental protection work.The last part illustrates the value orientation of China's environmental policy in the vision of scientific outlook on development based on the previous analysis.
