Dongcheng District is the political, educational, economic and cultural center of Daqing. With the population increasing and the social economy developing, the sewages come from industry and town living increase continuously. The Dongcheng District's equipments which are used to drain sewage and dispose sewage are insufficient and some harmful substance which be not disposed were directly or indirectly pour into Songhua River, which caused the severe water pollution and aquatic environment's pollution.Therefore, it is very urgent and important to invest and expantion the sewage disposal plant ang drainage pipe engineering.Based on the actual conditions of Dongcheng District, firstly, this paper through the analysis to the present water supply and drainage engineering, and the forecast of the sewage quantity in future, make the primary enlargement planning of the pipe engineering.Then, according to the existed conditions of the sewage treatment plant, this paper analyzes and compares the three kinds of sewage treatment processes, such as biological aerated filter, anoxic-anaerobic-aerobic activated sludge reactor (A2/O ) and Modified sequencing batch reactor, finally determines biological aerated filter craft for this factory. Analysis and assessment to the feasibility of the enlargerment project of Dongcheng district sewage disposal plant and pipe engingeering from aspects of environment,society,technology,finance.In this paper, the design plans of sewage treatment plant enlargerment project in Dongcheng District of Daqing is the region is suited to the actual conditions, which is feasible owe to the technological advance, the better economy and safety.
