Land Use Measurements Based On Land Environment And Eco-Safety

At present, the sharp demand on land will bring far-reaching influence on the intensity, manner, size and distribution of land use. A great difficulty facing future land use is how to make the allocation of land resources meet the requirement of all social and economical objectives according to the national economical development trend. Harmonious easy society needs impressive improvement on people's living environment, changing problems with present cities, such as traffic chaos, serious waste pollution, shortness of green areas, bad living status, imperfect living service infrastructure, ect., and needs to alter a series problems in the rural living environment, such as unreasonable industry structure, huge gap between urban and rural income, lag of public infrastructure and medical service. These problems need to be properly resolved by applying land use plan and other control tools. Eco-safety and Environmental Harmony as the subject of World Environment Day in China, 2006, shows the interdependent relationship between man and environment, expresses the idea of harmonious co-existing and friendly developing relationship between human society and natural environment. Therefore, study on the land use policy about land environment harmony and eco-safety weighs a lot.Land use and eco-safety take much importance on the quest for sustainable development. Hence, how to use land properly, to protect the limited arable land resource and preserve regional food safety, to maintain regional eco-safety are worthy of great study significance. Baoying county is taken as the empirical study area in this paper. Questionnaire investigation incorporated with statistic materials is adopted. Based on the analysis of current land use status, characteristics and eco-safety problems in Baoying county, along with the investigation on land use during the implement of undergoing land use plan and related environment quality, we explore the land use layout and its revolution, and analyze the environment capacity with Green Equivalent method in Baoying. Influence on eco-environment resulted from this process and environmental problems that should be pay great attention to in further land use plan are also distinguished. With an initiative work on the study of impact on land eco-safety from built-up land, rural land, vacant land, land exploration and consolidation, "pothook" project, we establish a land eco-safety appraisal index system to predict the land eco-safety crisis. Land use eco-safety forewarning measurement is given. By understanding the conception of the ecological land's meaning and type, from the land demands analysis based on ecological county, and from four aspects to analyze the spatial demand of ecological land, and put forward ecological land's layout arrangement for Baoying county. The four aspects are the demand of ecology prevention of agricultural production, the demand of ecology prevention of industrial development, the demand of spatial optimization of population aggregation, and the demand of protection and isolation of environment pollution. Through analysis to land environment capacity, the relationship between land use and land ecological safety, and demand and layout of ecological land, put forward friendly land use and management steps based on ecological safety. From the analysis on the four aspects' ecological construction target that the improvement of vegetation resources' structure and function, the construction of land ecological safety layout, the protection of ecological sensitive area, and the construction of green land of built-up area, put forward land use and management steps of ecological environment construction, and give out suggestion to land ecological safety.
