The legislation on environmental aspect is blooming from a mere spark to a more integral system of environmental law,despite of serious circumstances on environmental contamination and resource sabotage.It is to some extent the current theories of Environmental Liability fails to match the requirement of environmental protaction as well as ecological improvement,thus we shall definitely reform and develop it with regard to appearance of aco-hazard nowadays.The passage aims to innovate theories of Environmental Liability by means of deepening its potential conception as well as presenting and examining the theory of Distinguished Ecological Liability considering actual conditions on social development and requirement on environmental protaction.The passage is divided into four parts:It is examined in the first part the conception of ecological liability,which is a more integral liability specification,distinguishing some drawbacks of the traditional conception—Environmental Liability, and we then present and define the content of the theme—Distinguished Ecological Liability.It is discussed in the second part the justifiablity of distinguished Ecological Liability from its necessity and feasibility using basic theory of ecology,in accordent with the doctrine of liability fixation of general-and-distinguished on international environmental law and research complishments on current law.It is set forth thoroughly in the third part the content on Distinguished Ecological Liability from subjects(administrators, beneficiaries,consumers and destroyers.etc) and territories(pior exploiting disticts,vital exploiting disticts, limited exploiting disticts and forbidden exploiting disticts.etc).It is taken Ecological Liability into effect in the fourth part by developing the two aspects of ecological compensation and environmental tax.
