The Historical Survey Of The Environmental Protection In Japan (1955-2000)

From 1950s and 1960s, Japan has created the miraculous growth of economic development, however, the growing damages and hazards on the environment in Japan were appeared at the same time. First of all, Japanese government has taken the end-of-pipe measures and then Japan has changed into the"advanced country on environmental protection"instead of the serious"environmental hazard country"as soon as possible by paying much attention to the environmental problems and its solutions, establishing and improving the environmental legal system on the pollution prevention and environment protection, building the environmental management organizations from the central to local, and paying attention to strengthening the environmental education and promoting the public participation actively .After the concept of sustainable development was put forward, especially since 90's, energy crisis and rubbish problem became more serious. The global environment problem was widely concerned all over the world. However, Japan changed the pollution control methods and then was on the way of the development on recycling economy, which became one of the models for all the countries on the development of recycling economy. According to the different major governance, the paper, which divides the process of environment protection in Japan (1955-2000) into two stages the time of end treatment on the pollution and the time of the initial development of recycling economy. Basing on sorting out and reviewing the historical development of Japan's environment protection, the paper mainly summarizes the successful experience in order to offer references to our country's environment protection.
