It is important to carry out the total amount control of agricultural non-point source water pollution to ensure the safety of water environment. As the core of the whole strategy, total amount allocation is the key of initial permit distribution. Since there are different administrative units in a watershed, total amount allocation not only need to emphasize the environmental protection but also take economic fairness into consideration. Thus, it can provide governor with a clear aim of reduced quality and improve economic benefit.This study combines analytic hierarchy process with grey relational analysis to construct the total amount allocation model. This model can both realize the environmental protection and economic development by comprehensive analysis from economy, society, technology and environment levels. To make the total amount allocation programmed and bring convenient decision to environmental managers, this study develops the expert system of total amount allocation of agricultural non-point source pollution. During the system development, Visual Basic is the main development tool, MATLAB is the model building tool and Access is used for designing the database management system. This expert system can be widely used in different watersheds due to its function in expert consultation and index selection which have strong flexibility and popularize value.In th end, expert system takes Tiaoxi watershed as a case study to analyze each pollutant cut scheme. The result as follows:COD needn't be reduced due to its discharge less than environmental capacity. As for TN, the result is that Changxing has the worst result which requires reduction of 1185.4 ton followed by Anji which needs reduction of 759.86. As for Deqing and Wuxing, the amount respectively is 197.4 ton and 142.45 ton. Besides, Linan and Yuhang don't have to be reduced. This scheme can provide a clear direction for future environmental management and economic development of Tiaoxi watershed. In addition, it takes only about 10 minutes for the whole process and significantly improves management efficiency.
