In today's society, the process of urbanization is speeding up and the dependence of clean water is more and more obvious. Thus source water protection and risk management has brought unprecedented attention. Many domestic and foreign cities are faced with different degrees of water source pollution and incidents. Liquidity risk pollution, such as ship's oil spillage risk, vehicles overturned will be the main threat source water safety. Vessel security risk source has the following characteristics: randomness, harmfulness, emergency, fuzziness and lacking full study. It has been a sensitive and urgent problem that how to deal with and manage accidental water pollution events such as vessels security risk etc. Therefore, it is meaningful to carry out empirical studies on the risk management theory and assessment method in terms of the accidental pollution events in source water area.The paper reviews both domestic and foreign researches regarding vessel security risk, including the subject of law and technical standards published by state and local government. Aiming at the requirements of risk assessment and manage, the method of environmental test for vessel risk monitoring theory and framework are put forward, coming up with the concrete monitor means, equipment, application in the paper.On the basis of traditional system of environmental experiment, the paper divided vessel risk monitoring process into five stages which are respectively called as" design of experiment","project optimization","preparation","experimental implementation" and "data analysis". Concretely," design of experiment" focuses on the formulation of record the formulation and the whole experiment scheme."Project optimization" focuses on optimization of the experimental stage and expert consultation in order to improve the experimental scheme."Preparation" pays attention to the preparation stage material with the tools, the training of workers, and the relevant communication with veteran."Experimental implementation" focuses on observation and records, reducing the errors caused by subjective factors and at last record results are summarized and analyzed. Supported by Environmental Protection Bureau's project:The Study of Environmental Risk Control and Countermeasures for Shanghai Drinking Source Water Area, the paper conducts "Vessel Security Risk" and "Risk Emergency Assessment" with the object of source water area in Huangpu River.Applying the above risk measurement method, the paper conducts experimental research on the vessel security risk in Huangpu River. Choose3marine stations, Dianfeng Marine Station, Mishidu Marine Station and Minhang Marine Station in Huangpu river upstream water reserves. Conduct the artificial observation and record-for4days/72hours of continuous monitoring, eventually get the following major accurate data:ship's type, quantity, flow territory and the direction of traffic flow.Based on the above data, the paper has conduct statistics and risk qualitative analysis. Through the field observation, further summaries the status quo and risk management situation of Huangpu River. Using plenty of sample data, qualitative and quantitative evaluation of vessel security risk has been analyzed and provide scientific basis for water source area protection.Based upon the complexity and comprehensive of the existing vessel risk, the paper puts forward a new risk assessment method, Integrated Characteristic Risk Index (ICRI), which can be specially applied to the accidental water pollution event in source water area. The method can quickly assess the integrated impacts of vessel risk on water source area, and then rank the risk. The result of the risk assessment can serve as an advice for the final vessel management decision-making. In the paper, the ICRI is designed and applied to Huangpu River source water area. Generally, the ICRI is the improvement and perfection of the existing qualitative methods, which chooses3assessment indexes (vessel, environment, vessel crew) and5calculating factors (kind of good, type, age, transit time, visibility), and then classifies and evaluates each index to form a set of index system; assign each factor different index, and then put values in the calculating formula to finally obtain "Intergrated Characteristic Risk Index", which can give a quantitative impacts of integrated vessel risk. It has certain practical value which meet the need of fast, accurate, concise and operational of risk assessment.
