See Our Predicament And The Way Out Of The Grass-roots Environmental Enforcement, Environmental Protection Law Enforcement From The Qilu Lake

Qilu Lake is a serious pollution lake of the nine lake of Yunnan province, currently, its surface water quality is still on the five water quality standard. Deteriorating water quality is not only a serious impact to people's lives around the Qilu Lake, but also makes the local environment have been significant disruption. In order to make the research much focused, this paper will focus on Qilu Lake of environmental enforcement, and expand the theoretical analysis under the social investigation, trying to show the status of the primary environmental enforcement, to analysis the existing problems and show the preliminary counter measures while affirm the achievements.This paper is divided into five parts:The first part of the article define and introduce the related concepts, theories. This section introduces the concept and basic principles of administrative law enforcement, introduces the concept and the basic principles environmental law enforcement, introduces the relationship between order and justice; the second part introduce the fundamental state of Qilu Lake. This section give a brief introduction to the location of the Qilu Lake, show the Qilu lake changes under compared, analysis the causes of Qilu Lake pollution; The third part discusses the Qilu Lake environmental law enforcement status. This section introduces the main body of the Qilu Lake environmental law enforcement, analysis the two phases of the work about the Qilu protection that the Environmental Protection Department have done:The fourth part of the article discourse on the plight of the Qilu Lake environmental enforcement. The discourse on this section mainly based on material about the Qilu Lake environmental law enforcement investigations, discussed five major problems that exist in the Qilu Lake environmental protection law enforcement, discusses the plight of China's grassroots environmental enforcement; The last part of the article is discussion on strengthening the Qilu Lake environmental law enforcement and giving the advice of China's grassroots environmental enforcement plight.This article holds that it is important to combine with the method of social investigation and theoretical analysis to research the primary environmental law enforcement of China.
