The work of feasibility study on highway construction project is a comprehensive research on its necessity, feasibility, possibility and is an important part in the preliminary stage of highway construction.It's the basis of project approval and policy making.The feasibility study requires fully research through necessary survey and geological prospecting. Different construction scheme is compared from technical, economical and environmental aspects. A recommended scheme is offered based on the above research and the sacle, technical standards and investment estimation are decided. The return of investment is proven. Upon approval of feasibility study, it will provide basis for the design.This article study the provincial Weigao highway---- the east and west connection section of Weifang city. Through doing surveys at site and gathering basic information, we try to make clear of its effects on social ecnomic development. Through analysis of possible traffic, using a method called four—phase prediction analysis, a conclusion is made that the average daily traffic number by the end of 2033 will reach 26113. According to highway engineering standard (JTGBO1-2003) released by the Ministry of Transportation, considering the requirements of its function, layout and economic development along the line, the first grade standard and the speed of 100 kilometers and 26-meter subgrade are adopted. This article offers two scheme for choosing. Through proof from the angle of economy, technology and environment , the sheme one is recommended and thought to be the best choice. From the angle of national economy, the national economic internal rate of return of the proposed project is more than 8 percent the social discount rate. The construction project has high risk resistance capacity.
