Nowadays, China has stepped into the rapid urbanization development stage which is remarked by the accelerating demand of highway short distance passenger transport surrounding the rapid urbanization region. Be confront with this situation, how to sustain the highway short distance transport supply combining quantity with quality is a challenge for Chinese administration, in particular, under the circumstance of confused network structure, unbalanced passenger flow, vicious competition. This paper focuses on how to allocate line network reasonably to upgrade the network structure, improve the competitive advantage, and then satisfy the passenger demand structure.Firstly, based on urbanization theories, each phrase of urbanization with Chinese characteristics is analyzed. It is revealed that the signification of rapid urbanization was focused on the gathering and spreading effect between a center city and surrounding small towns. Then the paper defines that the rapid urbanization region is the geography area with rapid urbanization features including the center city and surrounding small towns. So the paper indicates that the research object is the line network layout in this area.Secondly, the system theory is utilized to analyze the highway short distance passenger transport system by direct and indirect ways. In the first way, developing circumstance is analyzed directly from the angle of the short distance passenger transport. In the indirect way, the main factors which affects the traveler's traffic mode selection behavior is explored. Then it is revealed that a connection between the two ways is reflected by the same factors. Looking them as key points of research, the paper explores the influence coming from public passenger transport modes and land-use pattern, which lays the foundation of network layout.Thirdly, an unconventional method is adopted to predict the highway short distance passenger transport demand and the external trip amount controlling method of mechanism model is utilized to calculate the external trip amount. What's more, this paper also elucidates the value of the whole trip theory when it is utilized in the research of highway short distance passenger transport line network layout.Fourthly, due to the influence of passenger transport demand characteristics, and the public passenger transport modes and land-use patterns, the paper proposes an initial line network layout method whose main steps are painstaking statistics, node importance calculation, classification and overall planning. Then an optimization model is established by using the whole trip theory.Finally, a way to solve the optimization model is elucidated. It is displayed by using the software of MATLAB.In conclusion, this paper advances a complete method on highway short distance passenger transport line network layout of rapid urbanization region. The key points of research are the analysis of influencing factors, the initial line network layout and optimization.
