Since the large railway subgrade construction investment requires high technology on construction and the cost of construction of railway projects accounts for a large proportion of the total cost, the large railway subgrade construction is one of the major railway constructions. The security of engineering construction has an intense relationship with the reliability of railway construction. Simultaneously it plays an important regulatory role on the entire railway engineering feasibility as well as economical efficiency and largely restricts railway construction investment and the benefits of its appliance. Especially after important strategic decision on Development of the West Regions, the southwest mountain railway in particular to high-speed railway develops rapidly. Therefore it is necessary to carry detailed work on railway safety risk analysis in southwest mountain regions. This paper mainly discusses railway embankment and major risk of retaining structures in southwest mountain regions.Above all, this thesis elaborates the conception of fill embankment security risk analysis and the basic theory. This context also explains the basic theory of risk analysis and evaluation and makes a detailed discourse on risk identification, estimation, risk evaluation and decision-making.Secondly, the thesis comes to preparation of expert scoring form. Dozens of experts score on the weight of risk and possibility of occurrence, and then use AHP for processing on the scoring form to obtain the weight and the possibility of various risk factors; at the same time, collation and analysis of the results are needed to obtain some of the conclusions of higher embankments risk factors and several appropriate control measures on reducing the risk of embankments during the design stage and construction stage are stated. Finally, for five of the main embankment retaining structures, this thesis describes the sensitivity analysis to obtain a higher sensitivity of the conclusions on the risk factors, and proposes several suggestions to control the impact of these risk factors.
