Railway tunnel is one of the important ways to reduce hill sides height, avoid adverse geological environment, overcome obstacles elevation, and to a certain extent. It can guarantee the smooth of railway line, be helpful for railway construction, maintenance and safety. With alarge number of high-speed railway constructing, the tunnel length in our country is constantly updating, because tunnel is semi-closed space of long and narrow type, so evacuation after fire accidents is very difficult, which has been a issue urgently needs to be solved in railway tunnel construction.Basic theory and methods of safety science and behavioral science were synthetically applied in this article. Through consulting literature both domestic and international, based on field investigation, then cause of the fire, accident location and the consequences of both domestic and foreign tunnel fire accidents were analyzed in this paper.Due to the particular feature of long tunnels, when there is a train fire accident in the tunnel, mostly people can only depend on self-rescue, at this time people evacuation can be either train continues operation mode or parking evacuation mode. Then after analysis of these two kinds of modes, criterions to judge evacuation safety of people were established in this paper.Taking the GaoLiGongShan tunnel in Dali to Ruili line for example, the most unfavorable train position in tunnel after fire accidents under the condition of train continues running mode was calculated, and it is used to determine if the train is to continue operation or parking recession. For the parking evacuation mode, static and dynamic network models were built according to evacuation route, and by using empirical formulas and computer simulation method, the evacuation time needed of different stop position and conditions were calculated. Also the most unfavorable conditions as well as time needed to evacuate of parking evacuation mode were found, which finally certificate that connecting passage spacing of the tunnel can meet the requirement for people to escape under normal circumstance.
