With deepening the degree of market in power industry,the power supply enterprise and the user pay more and more attention to the reliability of the electric power supply, meeting the power supply reliability requirements under the premise, how to obtain the optimal economic benefits and social benefits of distribution network planning project in the life cycle is the research key of distribution network planning. On the based of widely read domestic and foreign relevant literature about distribution network planning, this paper summarizes previous research results and mainly for distribution network reliability and grid planning in-depth research. From the perspective of the life cycle of distribution network planning project, the life cycle cost component and calculation methods for the electrical distribution networks planning project are proposed based on reliability cost-benefit theory, taking into account the power balance of the distribution network and other constraints, this paper construct the distribution network planning model based on the reliability cost-benefit and use the multi-particle swarms cooperative optimization algorithm to solve the mathematical model for the optimal path plan of distribution network, which coordinate the reliability and economy. This article validate the correctness and feasibility of the proposed method through the analysis of IEEE RBTS, analyze the sensitivity factors about the life cycle cost of distribution network planning projects and propose recommendations for further optimization, at last the paper realized the proposed planning method by using the Visual Studio 2005 language. Using the method proposed in this paper to plan the power distribution network, it can coordinate the reliability and economy of power distribution network, achieve the optimal balance and has important significance for constructing safe, reliable, economical operation power distribution network.
