At present, energy saving and emission reduction have become key missions of our national economy for the sake of the coordinated growth of energy production and environment protection and constructing an environment-friendly society. The electric generation in China currently is main coal power generation. This situation will last for a long time. The pressure to the energy and the impact to the environment it brought have already restricted the development of the electric power industry. Thus, it is very significant to do research on power generation dispatch considering energy saving and emission reduction.In this paper, the first part revealed the study on the power generation dispatch considering energy conservation. Then a multi-objective optimization model which in purpose of minimizing both the total energy consumption and pollution emission as much as possible was formulated, it comprehensively considered all the conditions which may constrain the safety and stable operation of the power system such as the electric power output of the generating units, the power balance and so on.An Improved Non-dominated Sorting Differential Evolution Algorithm-INSDE which based on the traditional NSGA-II and DE algorithms was proposed to solve the model mentioned. The process of the improvement is as following: Niche strategy was adopted to improve the crowing mechanism in the process of pareto non-dominated sorting operation of the NSGA-II algorithm; The genetic manipulation in NSGA-II algorithm was replaced by the DE algorithm; In order to solve the premature and unstable convergence flaws of NSGA–II algorithm, the parameters of dynamic adjustment mechanism control algorithm were applied to improve the traditional evolution mechanism of DE algorithm. The Improved Differential Evolution Algorithm(INSDE) has been tested on a 6-units system, the results demonstrated the capabilities of the proposed approach better than NSGA-II and NSDE algorithm to guide and ensure the search process approximate optimal solution.Finally, the system of optimization for power generation dispatch considering energy saving and emission reduction was set up. This system has the functions of user management, generation units information management, database management, on-line display of real time output of the generator units and the analysis of the optimal dispatch solution. To some extent, it can provide some scientific guidance on achieving the energy saving and emission reduction and power generation dispatch.
