As the rapid economic development and urbanization in China, the number of private cars has also increased dramatically, which derived a lot of traffic problems. These traffic problems should be solved both in demand and supply side. Transportation demand management separate the peak traffic demand in both time and space two aspects, by changing the starting time traveler, the travel route and travel mode and other measures, in order to effectively alleviate the urban traffic pressure.Private car departure time choice and decision making process is a complicated process, each of the departure time travelers choice and decision will affect the other makers of travel costs, which affect the entire network traffic condition. So the research on a private car makers of individual travel choice decision-making process and its travel rules, must influence the deep analysis of the travel choice and decision factors and travel features. Based on this consideration, the paper probes into the departure time choice and decision making process of the private car.Travel cost is the key factors of a private car departure time choice and decision. This paper analyzes the past research results of the private car's travel cost, and the problem of traffic congestion which widespread in our urban central district network. Considering the travelers often choose"the shortest travel time" for the goal and principle, they can reach the destination with free flow speed smoothly before or after the rush hour. But this kind of situation is usually do not accord with the actual choice behavior of travelers, early or late arrival also will bring a fee, therefore, in this paper, we establish the suitable private car travel total cost model for this paper's research considering the various travel cost including the punishment cost, through studying the behavior of the travelers.This paper established a departure time choice and decision model suitable for China's general city network using the basic theory of SUE and Nested Logit model. And the model is applied to a small network of Harbin, through analysing each parts of the cost of private cars in the balanced network. We get the regular pattern of the travelers. Finally, we verify the validity and practicability of the model based on the transportation management policy of adjusted-work-hour.The established departure time selection model also apply to congestion, road and bridge charging of the urban road. It can also provide theoretical basis for the rate supervising of the congestion charging and the research on the non-chip-producing travel behavior of private cars.
