In recent years, some significant disasters frequently appeared in the world. These have presented a severe warning on the global emergency disaster relief system. Road traffic is the main form of transportation mode, but that has significant disaster vulnerability. The bridge is as an important part of road traffic of the highway .when the bridge is facing a major disaster, it Will result in decreased traffic capacity and dramatic increase in traffic demand. This situation can easily lead to large areas of traffic jam and even traffic gridlock. So that emergency rescue can not be completed, resulting in further deterioration of the disaster. To reduce the impact of emergency in highway bridge and harmful levels of emergency, to prevent secondary accidents, it is necessary to carry out Emergency Traffic Management.This thesis refers to disaster prevention planning, safety planning, major accident emergency, natural disaster emergency, human disaster emergency in and abroad. It studies specifically on several aspects of emergency organization with application of the idea of traffic impact analyses and general traffic organization, and advanced software such as TSIS. The thesis is mainly made up of five parts: characteristics of the emergency traffic flow in Highway bridge;the analysis of the demand of traffic volume ; the strategy of emergency evacuation for Highway Bridge The basic principles of simulation software .Taking the Su tong Bridge as an illustration, the then traffic organization concept and methods are analyzed and concluded. Finally, limitations and problems that are to be thoroughly studied are pointed out and related suggestions on how to apply urban emergency traffic organization are given.
