With the increase of the reclamation project recently, it continuously enriches project experience on soft soil foundation treatment, while some problems have appeared. For example, the determination of the hydraulic fill elevation is one of the urgent problems in reclamation project. The determination of the hydraulic fill elevation is of extreme importance to the final design elevation in reclamation project. If the hydraulic fill elevation is over high, might waste the hydraulic fill resources, and soil strength would decreased greatly when reduce the topsoil to reach design elevation. If the hydraulic fill elevation is over low, twice-fill is needed leading to great increased coast. There are many methods to predict the observational settlement such as curve fitting methods, layer-wise summation method, Finite element method and so on. But the above methods are difficult to establish a simple expression between the project experience and various geological conditions while the neural network method could be used to solve the problem.In the paper, the general law and prediction methods of observational settlement were summarized. The strengthening method and effects were conducted according to the finished engineering data. The vacuum preloading model experiments were carried out to simulate soft soil foundation treatment, moreover, the physical index and strengthening effect were analyzed. According to the above woke, the prediction system and database were established. Finally, the hydraulic fill elevation of reclamation project in south area of Tian Jin port was suggested reasonably.
