China train control system is our country important technical equipment that guaranteed the train operation safety, improve transport efficiency on railway speed increasing line and the dedicated passenger line. By the independent innovation of our country CTCS-3level train control system is reference to European standard, and in combination with our country railroad own characteristics.For the first time, it will be based on GSM-R and ZPW2000track circuit based on the two vehicles to transmission mode train control system integration to together. It does not have the precedent which may use for reference. Therefore, studying the completeness of control data when the train operation in different scene, especially in the non-normal scene, is help us to discover that the hidden danger which the system possibly exists as well as enhances the CTCS-3level control system's security have the important meaning.Control data is the basis for the control of the train operation and is the central nervous of train control system, its completeness directly related to train operation safety. The completeness of control data refers to the integrity, correctness and orderliness and real-time, timeliness and compatibility, which can ensure train operation safety. This article take level transtition scenario and level transition under degraded scenario as examples and focuses on the competeness of train control data integrity, timeliness and compatibility issues. This paper used the stochastic Petri net to establish the completeness of control data model and proposed analysis method of data completeness.The content of this paper is that:establish the completeness of control data model of level transition and level transition under degraded scenarios. The paper used the stochastic Petri net's level model and the lamination analyzes method to establish fault modle of GSM-R application layer, periodic message model and non-periodic message model as bottom-level model. Established level transition model and level transition under degraded situations model as top-level model. This paper analyzed the completeness of the control data based on these models. The paper has analyzed the situation in the different system cycle and different train in the RBC mutual, gets the average dalay curvers on periodic message and non-periodic message model. Thus it explained the influence control data timely factor. This paper has also analyzed the situation in the different train speed, the different system cycle, gets the successful probability curvers on level transition and level transition under degraded situations model. Thus it explained the influence control data compatibility and the complete factor.
