As the insulation and arcing devices, high voltage circuit breaker is the most important equipment in power plant and substation power distribution. It plays control and protection dual role in the power grid, once produce failure or accident, would cause a great loss and social influence, relates directly to the whole power system security. Therefore, establishing the circuit breaker monitoring and evaluation system has very important significance.This article first elaborated the working principle and characteristic of the permanent magnetic actuator vacuum circuit breaker, and then tells the the basic requirements of state monitoring system and the the corresponding contents of monitoring, identified the mechanical characteristics of the condition monitoring system.The condition monitoring system is divided into upper and lower machine two parts. The lower machine uses DSP as the central processing chip, realize data acquisition, processing and computer communication functions and so on; the upper machine for human-computer interface display, mainly includes waveforms, draw the instructions of the state, the parameter display and data storage function; the upper and lower place machine use RS232 communication between each other. The paper introduced the design of condition monitoring system hardware and software, including signal regulate circuit, communication circuit and the anti-interference circuit, the upper machine using Visual Basic as development platform.Finally, the paper based on the mechanical characteristics of vacuum circuit breaker evaluation system,through to the permanent magnetic actuator vacuum circuit breaker state monitoring system collection to the mechanical characteristic parameters, using the fuzzy theory complete the condition assessment of permanent magnetic actuator vacuum circuit breaker mechanical properties, and realized the preliminary evaluation function.The experimental results show that the design of permanent magnetic actuator vacuum circuit breaker state monitoring and evaluation system can effectively completed mechanical characteristic parameters of on-line monitoring, and based on the mechanical characteristic parameters collection realize accurate assessment of circuit breaker.
