Along with the rapid development of wind power industry in the world, power generation of single wind turbine and total installed capacity of wind turbines in the world has increased steadily year by year. Because wind power has disadvantage of intermittence and randomicity,a large number of wind turbines with large capacities integrate in high voltage transmission network that will be a great challenge for safe operation of power grids and power quality and economical efficiency of operation for wind power. Therefore, there should have wind power forecasting system to forecast power generation of wind turbine. And this technology in China is still in the initial research stage.There are only a few universities and corporates do this research.In this context, the paper design and built a wind forecasting model mainly based radial basis function and fuzzy technology with Matlab softeware. The model mainly use self-organizing neural network model for data classification, use radial basis function network for initial prediction model and use fuzzy logic function model for correcting the prediction. Additional, there should be some auxiliary model for data Processing, data normalize and data against normalize. This model can be used to forecast power generation for wind turbine72h ahead. Some tests have proved that the model have a acceptable accuracy in HeBei province. It can be used for actual production.Next,the paper use mixed programming technology of Matlab software and VS.net software,use Matlab software to create dll file for wind forecasting model completed,use VS.net software to create reception control, use SQL srever2005software to manage data.At last,it achieve a software for data insert,data delete,data update and wind power forecast.
