| Water is an essential resource which human being depends on for survival anddevelopment. As an effective mean of rivers regulation, water projects have played asignificant role in promoting the sustainable and healthy development of national economy.With the development of society and economy, the progress of scientific and technologicalprogress, and the raising of public understanding level, impacts of water project on theeco-environment are being concerned widely. The research on eco-environment impact postassessment of water projects demonstrates theoretical as well as practical values, whichprovide support for making decisions in eco-environment management of water project.Reviewing the domestic and international research progress of eco-environment impactpost assessment of water projects, some works about the fields have been investigated andmade some progress, which is very beneficial to perfect the post assessment theory of waterproject. But eco-environment impact post assessment of water project is still in anexploratory stage in China, and the accepted theoretic frame, the index system andassessment method have not been set up systematically. In view of the current researchprogress and problems on eco-environment impact post assessment of water projects, thispaper will take Shitou River as an example to study index system and assessment method oneco-environment impact post assessment of water project based on eco-hydraulicengineering.To begin this paper with introducing the concept of eco-hydraulic engineering, andbasic principle and research frame of eco-hydraulic engineering. The paper showed, firstly,the characteristic, principle, and working procedure of post assessment of water project, andthen showed the concept, principle, working content and working procedure ofeco-environment impact post assessment of water project.Based on the introduce of research progress on eco-environment impact postassessment of water project, in according to the natural property and social property ofeco-environment impact of water project, this paper divides eco-environment system intothe ecology subsystem and environment system, and lays down basic principle forstructuring index system, and then set up index system of eco-environment impact postassessment of water project, including16representative indicators.This paper introduces the basic principle about the fuzzy recognition model, matterelement evaluation model, and analytic hierarchy process method, constructs the fuzzymatter element-analytic hierarchy process model (FME-AHP Model) based on fuzzyrecognition theory, fuzzy matter theory, and AHP method. The proposed model is applied tothe eco-environment impact post assessment of water project, and the procedure of constructing model is introduced.Based on an outline of Shitou River project, take it as an example, employ theproposed index system and FME-AHP model, this paper will assess the eco-environmentimpact of Shitou River project. AHP method calculates the weight, and normal distributionmembership function calculates membership value that indicators belong to higher rank, andidentify which grade eco-environment impact of Shitou River project is. The result showedthat eco-environment impact of Shitou River project is in the grade3(no impact), and tendto the grade2(adverse effect).At last, the paper gives some advice on theory frame, index system, assessment methodand application of eco-environment impact post assessment research field. |
