The Research Of Property Management Patterns For Rural Household Biogas In Jiangsu Province

With the substantial support from the national policies and finance, in recent years, China's biogas industry has been developing flourishingly and the biogas brings evident benefits from the economy, society and ecology day by day. In the process of the expansive scale of the biogas construction and the continuous growing of biogas users, the management of biogas digesters shows great importance to the healthy development of biogas. China has carried out various forms of selected points on biogas property management, according to local conditions establishing a variety of property service patterns.This thesis is on the basis of analyzing basic theory of the biogas property management, goes on systematic research about the three property management patterns of rural household biogas in Jiangsu Province, specifically analyzes the organizational form and operational mechanism of each pattern, to identify its advantages, weaknesses and adaptability, then parses its development prospects. Through the first-hand investigation of the typical rural areas of Huaian, the study discusses the background and practices of the construction of local rural household biogas digesters in details, including income levels and sources, expenditure levels and usages, costs and benefits of building biogas digesters, daily keeping status and payment willingness of the local families with biogas digesters, providing a basis for analyzing the requirement of the users for the service organizations of the biogas property management and at last it draws conclusions and inspirations. On-site visit to the biogas institute in Xiaoliji village, Lianshui country and the property management station in shentiao village, Chuzhou Department, interviewing the persons in charge, biogas technicians, users, etc, then discussed the running status and patterns, organization management, existing problems and so on, proposing development strategies of the construction of the biogas property management patterns. On this basis, the study in the end puts forward the investment and subsidy strategies on how to develop property management patterns of rural household biogas in Jiangsu Province, containing specific investment strategies of the four main bodies of investing and the government's subsidy strategies adapt to its status to standardize and improve the existing policies consequently.The paper supplies a gap of the theory and practice of property management patterns for rural household biogas in Jiangsu nowadays, which sets a good example to other areas in developing construction of biogas property management. The production will also help the government and organizations advance the relevant policies and strategies as a scientific foundation, leading to establish and improve the service systems of property management of rural household biogas all over the country.
