China is a country whose water resource distributes very unevenly, water scarcity has been a majorfactor in agricultural production of the drought areas. The mission of drought fighting should transferfrom one single aspect to overall drought-resisting, therefore we need to master the drought occurrenceand development process, accurately, timely and comprehensively, by the modern information meas.Soil moisture monitoring can provide a technical support for agricultural drought relief. Also it's avery important content in establishing agriculture water saving, optimizing the allocation of waterresource, improving the management level of irrigation. And it's a basic work to realize themodernization of the irrigation. This subject will study the soil moisture data acquisition andmanagement system which come from the large irrigation area of soil, set up higher degree of moistureautomatic monitoring system, providing an effective opening platform for getting the area of soilmoisture and management. By the application of automatic monitoring soil moisture, it provides adependable basis to manage the regional water and schedule the water resource. The system achieve thewater saving agriculture, and reduce the influence of drought to agricultural production.In this paper, the soil moisture content monitoring system includes two parts of hardware and software.The hardware part of each soil moisture data acquisition point includes a weather station and a pluralityof soil temperature and humidity information collector. In the same soil moisture monitoring area can beprovided with a plurality of soil temperature and humidity collection point. Soil temperature andhumidity acquisition will collect soil temperature and humidity data and, then them to themeteorological station with wireless serial data transmission mode. And the average value of soiltemperature and humidity data and meteorological data will be transmitted with GPRS wirelesscommunication mode from weather station to the moisture content monitoring system center server.Based on the design and development of data acquisition transmitter, the meteorological and soiltemperature and humidity sensor is integrated. The hardware application effect has been tested, and thetest results show that: the hardware equipment to the soil moisture data collection accurate, reliablewireless communication, to meet a large area of soil moisture monitoring system applicationrequirements.Automatic monitoring of soil moisture is composed by the communication server software, systemdatabase, and soil moisture data publishing platform.The communication server software is responsible for GPRS communication, and receiving themoisture data in the database, soil moisture data publishing platform send moisture data in the databaseto Web. With the help of Google Maps which is a simple Web GIS platform, soil moisture datapublishing platform can display and query the data map, have the basic statistical functions, make usersdirectly attain soil moisture data.Finally, this article describes the implementation for moisture monitoring system of eastern part in thenew River Irrigation District in Beijing. We selected23moisture collection points in the new RiverIrrigation District. The system achieved real-time upload the meteorological data for each point and the soil temperature and humidity data, using Google Maps data publishing platform to intuitive react thenew River irrigation moisture.It demonstrates in this article that the implementation of monitoring systems can meet the need of awide range of soil moisture, within soil moisture monitoring system test and the implementation of thenew River irrigation. The application of soil moisture monitoring system for drought early warning canbe achieved, while providing the basis for effective scheduling fit the water resources. Furtherpromotion of the moisture monitoring system can play a greater role.
