In recent years, as the development of the opening policy in the compulsory premarital examination, the ratio of the defect infants has further increased.As the progress has been made in the field of the examination technique, the possibility of finding the defect infants before born has increased. As a matter of fact, the prenatal diagnosis has become the last protective line to restrain the birth of the defect infants. At the same time, how to find the timely instructions and aid from the senior medical institutions has become the crucial problem to hinder the prenatal ultrasonic examination when the examination quality has been strictly controlled and grassroots government has encountered the intractable cases in the process of the prenatal ultrasonic examination because of the big differences in the technique levels and the equipment.It is all known that the software is the best standard carrier, the network is the effective method for the quality control, and the telemedicine is the main method to solve the problem of the uneven distribution of the medical resource. Therefore, the development of the prenatal ultrasonic telemedicine system specialized on the basis of standardized prenatal ultrasonic examination has an important and significant meaning to standardize the prenatal ultrasonic examination, train the related physicians, and control the examination quality so that the prenatal examination center will conveniently give a guide to the grassroots institutions.The development of the prenatal ultrasonic diagnosis workstation and the telemedicine system has made use of the object-oriented tools DELIPHI and the database ORACLE used by the large and medium-size enterprises. The case collection system of the B/S mode have made use of the developing mode and language which can be used to develop the J2EE technique, the object-oriented development language JAVA, Struts structure, WEB system and the back-end database, ORACLE as well. The contribution of this research lied in the best use of the computer-related technique and the telemedicine-oriented technique to load the prenatal ultrasonic examination standard and to realize the collecting-guiding assistance of the standardized slice by the ultrasonic workstation. Furthermore, it creatively designed the standardized storage for the standard section of the prenatal examination by DICOM standard and related technique so that the comparative diagnosis of the complete periods of the prenatal examination has been carried out. On the basis of this, the telemedicine and concentration on the quality control of the prenatal examination have also been realized by the telemedicine-related technique.
