A Centralized System Of Decentralized Decision-making

China as a load of the developing countries, surpassing mission in the political structure faced with a difficult to get rid of the tension:on the one hand, we must maintain a relatively high centralized structure to maintain national unity and the central authority, create a good system for development and the social environment condition; on the other hand, China's actual management process must go through proper mechanism to give this centralized system in dynamic and flexible, keeping centralized system not too stiff and lose the management efficiency. In recent years, the western scholars began to change in the attitude of the Chinese system, gradually realized China comparative successfully dealing with the centralized system and flexible and effective management of the contradictory relationship. The actual formation process of China's public policy mixed contains a centralized system and local decision-making particularity of design, to reconcile the decision-making design. It is called a centralized system of decentralized decision-making, which's basic characteristics are:the central decision and not blind and arbitrary, but fully absorb local experience, selective to develop the local pilot, local enthusiasm and creativity in the play. This paper takes the Chinese rural cooperative medical policy formation process as an example, through the history review and the academic analysis, it was found that the centralized system of the distributed decision can play in the process of the formation of the central policy dominant and the leading role, at the same time, and can cause the local autonomy and creativity get effective play. This kind of combining centralization and decentralization policy generation model actually reveals the governance of China the effectiveness of the system logic.
