A Study On The Problems Analysis And Countermeasures Of Laboratory Biosafety Management In Chinese Centers For Disease Control And Prevention (CDC) System

The different level Centers for Disease Control and Prevention(CDCs) are the disease control and prevention professional institutes in China. China CDC system create the health surroundings, maintain social stability, safeguard national security and promote people's health, via control and prevent the disease, deformity and injuries. Laboratory is the important work place to realize the CDC's responsibility. Laboratory biosafety is one of the most important works in CDC system. It not only relates to laboratory worker's health, but also affects the environment safe, people's health, social stability and international repercussions. Hence, laboratory biosafety is one of the important links in the sustainable development of disease control and prevention cause. It will has the important theoretical and practical significance that to research on laboratory biosafety.A lot of data were collected and analyzed in this paper. The progress and current situation of laboratory biosafety in our country were reviewed, and the main problems of laboratory management in institution system, hardware capacities and management aspects were analyzed in this paper. The main problems include management system imperfect, laboratory hardware building development unbalance and laboratory management mechanism unsound and etc. Base on the situation and requirement of CDC system in China, the countermeasures and advices were explored which include building laboratory integrated management system, perfecting the laws and regulations, developing risk assessment, strengthen foundation infrastructure, enhancing emergency drill, promoting information exchange and communication, encouraging input for scientific research, establishing the laboratory related infect event monitoring, report system and etc.
