Background and purpose:The training of civil servant is an important method to promote the quality of civil servant, also to improve government service achievements. As one kind of information feedback, the training effectiveness evaluation is the appraisal link of trains'mechanism. At present, about the training effect appraisal research, overseas researches are more mature than domestic ones. Many of the domestic research take enterprise training as the object of study, only a few take governments as object of study. Many of the domestic research introduced the overseas theory, only a few unifies it into our country's reality. Many of the domestic research study on national civil servant training, only a few study on local civil servant training. Considered Chongqing's administrative rank, the administrative status and urbanized development advancement in the nation is typically, this research selects the Chongqing's civil servant training effectiveness evaluation as object.Materials and Methods:Through the literature material analytic method, the interview way, the comparison method, this article researches the system of training effectiveness evaluation for civil servants in Chongqing.Results:The first part introduces the research background, the research significance, the rationale and the related literature commentary.Secondly, the part has an induction about the experience of the training effectiveness evaluation in developed country and local.Thirdly, this article carries on an analysis about the present situation of the training effectiveness evaluation for civil servants in Chongqing, draws the following conclusion: Chongqing pays some attention to the training effectiveness evaluation of civil servants, but still some problems exist such as the appraisal performer integrity, the method not scientific, the appraisal level not thoroughly, the result application not comprehensive and so on. Finally, the fourth part based on the correlation research and through analysis of the present situation, this part proposes the principle of the training effectiveness evaluation system for civil servants in Chongqing, and consummates the methods. The following aspects should be included: Establishing the multi-dimensional appraisal performers, innovating and utilizing appraises methods, improving the target and enhancing the appraise results feedback;and carries on a summary of the research conclusion, analysis the insufficiency of research and puts forward the following research proposal.Conclusion:1 At present,civil service training overall quality is not high, the crux of the effect is the lack of a lack of system science of human resources training evaluation system.2 To establish civil service training evaluation system, must put western advanced technology and our government department assessment basic value orientation of administrative management combining axiomatization.3 Civil service training evaluation system includes a complete process, including not only the effect of after training, including training evaluation before diagnostic evaluation and training of the formative evaluation process.4 Although the government department, training the special properties of the output is hard to quantify, but considering the scientific evaluation, must introduce quantitative analysis, and makes quantitative analysis and qualitative analysis combined.
