Research On The Compensation Mechanism Of The Primary Medical And Health Institutions In Pengjiang District, Jiangmen City

In 2009, the new medical reform was released to the public finally, which aims to realize that everyone could enjoy the basic medical and health service fairly and the most important thing is the public welfare of medical and health service. The reform gives suggestions to the primary level about reforming the compensation mechanism of primary medical and health institutions and resolves the compensation problems of these institutions. Perfecting the compensation mechanism is the essence of deepening the reform of medical and health system. For a long time, the fund of the primary medical and health institutions consist of three parts: government subsidy, medical service and medicine charges. The former compensation mechanism isn't proper, and have some obvious defects, so the profit driven activities like rising medicine charges to earn more profit lead the people find it's difficult and expensive to see a doctor problem become worse. Since the new reform is carried out, the operating cost of the primary medical and health institutions are subsidized both by the government and service charge, the medicine charges is canceled, which would make the primary medical and health institutions face sever challenges.From the perspective of new medical reform, this paper research the compensation mechanism of primary medical and health institutions, enriching the researching system of the compensation mechanism, providing some reference for the local government for deepening medical and health system reformation. It would benefit the changing of the current mechanism medicine price supply medical system of the primary medical and health institutions, the medical and health reformation carrying out in a smooth way, the sound development of medical and health system, and the harmonious development of the whole society.This paper adopt document research method,experience summary method,comparative and analysis method,taking the primary medical and health institutions in Pengjiang District, Jiangmen City for example, researching the current situation and problems of township health center and community health services compensation mechanism, and then analyze relevant polices of operating the compensation mechanism, exploring some counter measures for perfecting relevant compensation mechanism. It also provide some suggestive measures for perfecting the mechanism: stressing the leading role of government in this reform, building a government buying service -centered compensation mechanism, perfecting the operation compensation mechanism of the primary medical and health institutions, strengthening performance assessment and perfecting incentive restraining mechanism, to push forward the relevant system reformation of the primary medical and health institutions compensation mechanism.
