The government officials are the products of the royal clan. Government officialsare the bond between the court and the royal clan. Its purpose is not limited to theproper handle of affairs, what's more important, the court expect the governmentofficials to tutor and to guide and supervise the royal clan on the right track. In a sense,the quality of the government officials is linked to not only the stability of the localbut also to the society in general.The establishment of government officials dates back to Hongwu period. In theearly Ming dynasty, the government officials are served with regard to military ranks,which is above civil service. At that time, the court attaches great importance togovernment officials by investing them with titles. It follows that the governmentofficials are blessed with noble status and easy access to the court officialsThe latter half of the Ming dynasty, the statusof the government officials changeradically, problems arise. The Ying prevent the government officials from movingelse where, therefore they are confined to one area and their official promotion isdamaged, leaving their political outlook the keen focus. To add ranks and increasetheir income becomes the dominant way up in political ladder. Despite the occasionalmoving out, the confinement remains in general.Precisely because of the confinement, problems such as member redundant,intertwined with other problems, adversely influence the government management.The governments officials turn blind to the misbehavior even join them in illegalaction. They no longer fulfill their duties. All of this make the problem of royal clandominant and even worse.
