A Research On The Game Between Great Powers About Climate Control & The Influence On The Global Economic Patterns

Climate change is one of the hottest issues in the world. After developing for 30 years, this problem has risen to the world political world economic height from a simple environment problem. The entire world is involved in the problem. No any other international problems can match to the problem. Even it might also be a relationship to human civilization thriving problem. Climate change is a huge problem. Even if any outside small branches of the problem is a huge issue. This thesis aimed at the game between great powers that are in the search of control the climate change, and the influence of the game that is made to the world economic pattern.Firstly, this thesis will make a comparative between the low carbon revolution and the three times of scientific revolution in history from the angle of productive forces. And the thesis puts forward the following viewpoints.ⅠClimate change is a obstruction to the development of traditional productivity. If we want to achieve the development of productivity, we need to develop low carbon economic. Low carbon productivity is a revolutionary signal in the history of the development of productivity theory.ⅡThe development of low carbon productivity will lead to a series of revolutionary S&T achievements. Its influence can be comparable to that of other three technology revolutionⅢWithout exception, all the previous technological revolutions had brought the change of economic structure of the world, and China should seize the change of low carbon revolution for the future opportunity that can promote international economic and political status of our country.Then this paper reviews the process of climate control, and analyzes the climate governance under each country differences base on the prisoners'dilemma, smart pigs and chicken game. Analysis results are as follows:ⅠThe prisoners'dilemma of climate control is not unbreakable. The key is to establish a set of authoritative supervision mechanism.Ⅱ"common but differentiated responsibilities" principle of Climate negotiations, is the optimal principle to the solution of climate change problem. We should stick to it on the climate negotiations.ⅢNorth-south contradictions slow down the Climate negotiations. In fact, any compromise of any party can make more substantial achievement in the negotiations.The third part of this paper analyzed the effects of the world economic pattern made by the climate game of great powers, such as the rapid development of carbon finance, carbon taxes in the global scope, the confrontation of SINO-US-EU. Of course the effects on world economic pattern of climate change are far more than that. So we should put more attention to climate change negotiations through which influence the development direction of the world economy, make the direction toward the development of our country.Finally, this paper aimed at the basic position of climate change game, the choice of negotiation platform, low carbon economy construction. And some Suggestions were put forward.I That the negotiating position of climate control based on "development right" don't match with the positive behavior of our country. We should establish the "Sustainable development right" concept that could make us get the fully understand of the reasonable development of China from the international society.ⅡChina should actively participate in the negotiations of climate change, and give priority to COP platform with the other platform leaded by European or America as the complement of COP. About the competition for dominant right between EU and USA, we should support the EU. Because it can make benefit to China and climate control.III The construction of low carbon economy is the largest backing of climate negotiations. China should build own carbon financial markets on the base of own carbon trading market; China should strengthen the legal supervision and social supervision, to form extensive low carbon consciousness of enterprises and citizen; China should pay more attention to the other types of enterprise excluding state-owned enterprise, especially the private enterprise, in enterprises especially incentive; China should speed up the formulation and implementation of the carbon tax.
