After the Cold War, due to the splitting of Soviet Union, America's foreign strategy has undergone great changes. And in Latin America, the long-lasting"anti-communist movement"was replaced by"drug war"which was lead by U.S.. Moreover, the traditional term"security"was defined including not only traditional items, but some Non-traditional factors either. So Anti-drug was becoming more and more important in international society.Narcotics are one of most instable factors which influence U.S.-Latin relations. And in recent years, Washington was pinched by many problems, such as drug violence along U.S.-Mexico border, rebounding of Colombia's coca cultivation, calling for the legalization of drugs and so on, all of which was tightly related with Washington's security and interests. So Anti-drugs was tabled on the agenda, and then corporation on the drugs became the eyes of U.S.-Latin relations.Both America and Latin countries poured a great amount of money and manpower on the drug war; however, such efforts were proved to be futile. In order to cope with such problems, it is necessary to analyze the foreign policy of White House, rethink the history of anti-drug cooperation. And then we may find an approach to deal with these troubles.Based on the newly development of Anti-narcotic cooperation, this paper is taken pains to refresh the history after the Cold War, so that we can find the internal reasons and rethink the Anti-drug cooperation.
