In the year 1969, a 12-man central committee which designated itself the Revolutionary Command Council executed a successful coup against an aging monarchy in Libya, and then Colonel al-Qaddafi soon emerged as chairman and head of the state. Thereafter, the Libyan government took a complex, different foreign policy from its premier dominator, especially to the United States. Finally, Libya's strategic goal was not comply with the United State's strategic goal. The conflict between the two countries had not stopped since 1980s. The sanction of the United Nations and the United States made Libya in a deep depress. Qaddafi changed its foreign policy with the changing environment.In this essay, I discussed the changing relation between Libya and the United States. I tried to find the reason that why Libya changed its anti-America foreign policy in 2000s.Besides, I tried to explore the rule that decided the international world.
