With the further development of Economic Globalization, cross-border mergers and acquisitions -- a trend of FDI development , will play a more and more important role in the world economics. Foreign M&A within our country increases enormously since the admittance of WTO. On one hand, it is good for the economic development by introducing advanced technology and management experience. On the other hand, It may restrict the fair competition of the other enterprises, and even threaten the market's stability and economic security. Therefore, it is essential to establish and enforce the anti-monopoly regulations. Concentration of undertaking may lead to over concentration of market force and accordingly create a monopoly,therefore it is one essential part of anti-monopoly law. Antitrust review of concentration includes physical and procedural standards and involves review of national economic security. The establishment of these standards has become the major issue of the state's economic development and national economic security.
