The development of modern western commodity economy spawned bills and related systems, the bills played an irreplaceable role in improving the efficiency of market transactions, and promote trade size, transaction security protection, the most prominent feature of bills is the "high liquidity" and "security". Especially in a market economy condition, it played a great effect in the payment, credit and financing. China established strategic objective of the development of socialist market economy after reform and opening up. With the rapid development of market economy, market players are becoming increasingly diverse, the demand of bills and related systems began to be reflected. But due to the use of bills wasn't enough common, and the underdevelopment of business in the process of the law enacted failed to good combining the reality in China, such as credit market subjects concepts, lack of bill behavior way chaos, using the bills that crime is rampant, in the process implementing this law appeared many problems.Endorsement system is the soul of the negotiable instruments system, the consummate and progressive of the endorsement system is playing a great role in enhancing the commercial credit and regulate the bills transaction. Endorsement forgery seriously disturbed the normal flow of bills, endanger people's confidence of bills and the security of transaction. This paper discusses the influence of endorsement forgery to the responsibility of bills and liability for non-paper, and then discuss the influence of the bill endorsed forged risk liability issues, finally from the reality of our country, to perfect the relevant legislation corresponding suggestions.
