From 90's in the 20th century, the issues related to culture in the context of international relations have always attracted many experts and scholars. The beginning of that is an article-"The Clash of Civilizations?" which was written by the American scholar Samuel Huntingdon and published in the American "Foreign Affairs" quarterly in 1993. Although the study of cultural exchanges in international relations is a marginal issue, since 60's, mass cultural production has become a global industry with the rapid development of communication technology. Economic globalization does not only deepen the economic relations among countries, but also promotes cultural exchanges among states. The influence of cultural factors to international relations is increasingly prominent among many factors which affect international relations. The study of culture and the effect of culture to international relations is becoming a hot point in academic circles. However, the impact of cultural exchanges to the relations among the countries is becoming increasingly necessary.The theme of the author is to study the effects of cultural exchanges between China and Russia to the relations of the two countries after the cold war. When it refers to the time, it is mainly about the post-Cold War. After the end of the cold war, the relations among countries in the world become closely linked with the advent of economic globalization. We should consider the relations among the countries not only from the aspect of economy, but also the aspect of culture. Therefore, the cultural exchanges between countries have become very necessary. This paper is divided into four parts:The first part is mainly about the origin of cultural exchanges and the current research of cultural exchanges between China and Russia. Its purpose is to help the readers have the basic understanding of the cultural exchanges between China and Russia. The second part is mainly about the culture and cultural exchanges in international relations. Its purpose is to help the readers consider culture and cultural exchanges from the point of international relations. Meantime, it elaborates on the current situation of cultural exchanges between countries simply. The third part is mainly about the effects of cultural exchanges between China and Russia to the relations of the two countries. First this paper describes the unfavorable factors which affect Sino-Russian relations, and then it describes the positive significance of the cultural exchanges between China and Russia to the relations of China and Russia. There is some correspondence in the description. Besides, this paper still describes the enlightenment of Sino-Soviet cultural exchanges. And it elaborates on the current situation of cultural exchanges between China and Russia after the cold war simply. The writer hopes the readers can understand the positive understanding of cultural exchanges further and the importance and necessity of cultural exchanges between China and Russia. The fourth part is mainly about the internal and external factors that affect the cultural exchanges between China and Russia. It still points out the writer's prospects to Sino-Russian cultural exchanges.
