In recent years, there is a new trend that is about to separate banking supervision from the central bank and set up a special or a combination of regulatory agencies in countries in the world of banking regulatory system. China also conformed to this trend, and established the China Banking Regulatory Commission in 2003, as China's banking regulators specifically,and the regulatory functions of the People's Bank was stripped. The establishment of the China Banking Regulatory Commission has had a profound impact both for China's banking supervision, or to the People's Bank. It was established to build a new banking regulatory system in China to make more specialized bank supervision; while improving the independence of the People's Bank, and is conducive to the People's Bank to better perform the functions of monetary policy. However, it's establishment also brought new problems. After the establishment of the CBRC, the division of labor and coordination of the division of labor between the CBRC and the People's Bank have become imperative for us to solve the problem. This article is point to the establishment of the CBRC for the entry, and analyzes the establishment of the division of functions and the problems after the division of labor, and then on the basis of combination with specific national conditions of China and China's actual banking regulatory ,learn division of the major developed countries banking regulatory and the successful experiences of coordination mechanisms, to build and further improve the regulatory function of the specific division of labor and coordination mechanisms between the CBRC and the People's Bank , striving to effectively address this important issue of the CBRC and the People's Bank of division of labor and coordination.This paper is about for asking questions - analyzing questions– solving questions as the overall problem-solving research ideas, specifically addressing the big topic of the division of labor and coordination between the CBRC and the People's Bank. First, the first part of the paper analyzes the choice of China's banking regulatory model, based on the general theory of bank regulation, which leads to the topic of the establishment of the China Banking Regulatory Commission that is about to set up a major impact on banking supervision,.And how to deal with the problem of the division of functions is for us to solve . Secondly, the second part of the paper analyzes the division of labor problems between the China Banking Regulatory Commission and the People's Bank after the division of functions in a concrete way, pointing out that although the law of the two functions are explicitly defined, there is still a lot of new problems in practice, such as rulemaking conflict, a number of regulatory functions lacking of ownership and problems of information collection and sharing and so on. Again, facing these problems, we need to find ways to take active steps to solve it, and effective solution is to bulld a scientific and reasonable division of labor and coordination mechanism between the two. How to build the mechanism and further improve? Articles III and IV solve this problem together. The third part introduces the division of banking supervisors in major developed countries and the successful experiences of coordination mechanisms, and then the fourth part specifically constructes the division of labor and coordination mechanisms between the People's Bank and the CBRC and make further improvement, based on the actual situation in our country and also learning from these successful experiences of developed countries, and ultimately we solve the problems raised by the article.
