The Issue And Strategy On The Aged Caring At Home Of Our City Community

With the increasing aging of our population, caring for the aged issue has become a social problem can not be ignored. Changes in family structure, advancement of women, the impact of foreign culture, and the social reality of aging before wealthy, make the traditional family and social old-age pension can not adapt to the rapid aging situation in current China. Under the background of the conversion of communitarian from "units" to "community person", and the prosperity and development of community in urban, how to prompt the community which act as carrier and support to bear and exert the responsibility of pension services has become a problem needed to discuss in theory and practice. At present, providing care demands from all directions and care service for all tastes is an emphasis on community support service business. It demands that government come out from the role of paying the bill for the aged who can not take care of themselves in traditional family and social old-age pension, in addition associate with the introduction of market mechanisms.This paper use the methods of literature research and comparative studies, combination of comprehensive studies, through reading extensive literature, taking information collecting, processing, and taking the practice in Dalian, Qingdao, Hangzhou and Shanghai as examples, to analyze and discuss the problem existing in the aged caring at home of the city community, such as the narrowing of the service content, monotonousness in service item, single source of funds, low level of service teams and so forth. Further analyze four major factors which restrict the development of community homecare in our country and then put forward a series of countermeasures and suggestions on the perfection of community homecare in our country. Through the medium of useful discussions in the problem in this paper, the author hope for making full use of the role of community in the pension service.
