To solve this problem exists many kinds of methods and measures, but with environmental liability insurance system to solve this problem have a unique advantage. Environmental liability insurance may transfer risks to avoid bankruptcy of companies causing pollution while providing effective remedies for the victims by using a risk socialized relief way. On the basis of examining and absorbing the domestic and foreign research results, this article comprehensively and systematically elaborates the coverage and exclusion of Environmental liability insurance. In addition , According to present situation of China, this paper put forward suggestions about the coverage and exclusion of environmental liability insurance, which can both defend the right of victims and urges eco-social development soundly and rapidly.
