<Housing Consumers Protection Measures Act>is a act that the South Africa government enacted on housing consumer protection in 1998, this act was a first legislative on the protection of housing consumers in South Africa,. This Act is intended to change the status of the South Africa housing consumers market, and to maintain housing consumers rights in housing construction and sale and so on. After Promulgated under the act , the South Africa government conducted several amendments to the act, and enacted two amendments. It is proved that <the South Africa Housing Consumers Protection Measures Act> and its amendments make a crucial importance to the protection of the interests of housing consumers, and achieve good results. This paper is divided into three parts, each part as follows:Part I: The formulation of the act. This part I will describe the background of the South Africa. Explain the Historical reasons and Practical reasons why to formulate <South Africa Housing Consumers Protection Measures Act>. And introduced the legislative process and the revision process of this act. South Africa has experienced the Apartheid, non-whites race and whites are in different social status, and as the Basic rights, the housing rights has not been effectively protected .South Africa Government will protect the housing consumers rights from the legislation.Part II: the main contents of the act. This part I will introduce the main contents of the bill and its amendments. In order to protect the interests of housing consumers ,and to provide the legal basis for the establishment of The National Home Builders Registration Council ,this bill was formulated. According to the situation ,the government make changes to practice ,in order to achieve the most appropriate combination between the law and practice.Part III: impact evaluation and inspiration. First of all, The implementation of the act ,make a profound impact to South Africa ,not only to the legal system ,but also to the protection of housing consumer. Secondly, the implementation of the bill will likely to draw a blueprint for our country, and to promote to establishment our own law. Finally, I will evaluate the law and reveal the significance of its existence,.
