"Edge Village" Collective Land Expropriation Police Executing Research In The Interest Equilibrium Perspective

With the rapid development of economy,China's urbanization process has been accelerated, so urban expansion to the peripheral rural has become an inevitable trend. Rural land is a safeguard for villagers. In recent years, as the land expropriation, especially the rural land surrounding the cities expropriation which sparked interest conflict, even some places appeared violent conflict and group incidents. A lot of collective land expropriation has created serious conflicts which have seriously threatened the social stability and the development of the city. The reason caused conflicts is the benefit imbalance between interest groups. In the "edge village" collective land expropriation, there are three interest groups: the local government, developers, and the peasants. In the interest conflicts, the local government is based as the administrative power and seeks his self-interest; the developer is aim at pursuing profit maximization; the peasants are at the disadvantageous position, which interest is often injured by the local government and the developers. So we have to strengthen the research about the three interest groups and find the balance of interest conflict. That can ease the social contradictions and build a harmonious environment for development. This article, viewed from the benefit equilibrium, defines various interest groups of collective land expropriation, analyzes the cost of interest conflicts, and discusses the action and results of the interest groups with the game theory as its method; finally give the rational thinking of benefit equilibrium.This paper includes four parts: the first part is preface, which mainly puts forward the research question, explains the meaning and the research method of the topic and analyzes the land expropriation policy since the founding of the new China, introduces relevant foreign policy. In the second part, firstly, discriminates the core concepts of the land expropriation policy, land expropriation and requisition, collective land expropriation and house collection on state-owned land. and than ,defines various interest groups of collective land expropriation, analyzes the cost of interest conflicts, and discusses the action of the interest groups with the game theory as its method.The third part introduces typical cases and the current situation of collective land expropriation in Xiangtan High-tech Zone, points out the existing predicament in the current land expropriation policy execution.The fourth part gives the rational thinking to solve interest conflicts in collective land expropriation in terms of curbing government power, establishing and perfecting the compensation mechanism, strengthening the judicial relief, establishing clear property rights system and perfect social security system, etc.
