Generally speaking, a public policy should take three steps:policy making, policy implementation and policy evaluation. In quite a long period of time, people believed that policy could be well carried out by means of execution system. So the researchers placed emphasis on policy making, and expected to improve or add effect of policy implementation by raising the quality of policy making. Till 70s of 20th century, experts and scholars began to turn their attention to the importance of policy execution and gradually lifted its position.In fact, policy implementation is a key link in public policy course. The policy implementation and policy making are organic combinations. The implementation of policy can test and feedback the effect of policy making. So the course must consider the actual situation of policy implementation, and during the course of implementation, effect should also be tested and feedback the success and failure and timely adjust, amend, perfect or renew the policy.
