Customs Public Service Flexibility And Its Path Selection

The economic globalization leads the international competition expanding to the country. The quality of public collective services becomes a most important target of the national competitive power. In this situation, the administrative relative person set a higher request to customs' collective services. At the same time, seeking for the development for customs' organization becomes the endogenous power to promote its collective services level.Based on the reasons mentioned upon, the customs has been promoting its collective services level unceasingly through the reform and innovation in recent years. They accept the concept of "obey the law convenience", take constructed "the service, the responsibility, the legal system" as the goal, and found the risk management as the core to construct modern customs system. But customs' collective services present some problems unavoidably, such as low in environment sensitivity, stiff, lack of ability in response. The reason lies on two sides. Objectively, the inherent flow in bureaucracy organizations as well as the administration organizational reform and the transform of the government functions cannot be done in one day. Subjectively, the customs standard and the thoughts of control and non-service are still exist in certain extent.The author believed that doing research to make the customs collective services to be rich in the elasticity is the key to solve the problems in the customs collective services. The customs collective services'elastification take improving the administrative relative person's satisfaction unceasingly as an aim, take doing the administration according to law and balance guard and service as a premise and has characteristics of flexibility, highly effective, compatibility, specialization which taking the administrative relative person's demands as the guidance. The new collective services theory and the government service theory provides the rationale for the customs collective services elastification, and the practice of the West National government reforms, our country's administration organizational reform as well as the constructs of customs service has provided the realistic foundation. But there are still some barriers existing:The customs standard and lack of ponder; The department barrier forms the communication barrier; The manpower insufficiency contradicts the customs service; lack of innovation leads the operation's obsolete; lack of inspiring makes the service insufficient; Lack of cooperation and neglect the environment of law enforcement.In view of these problems and weakness, the author proposed six ways to strengthen our ponder in system:to intensify ponder in system, to smooth organization communicates, to deepen risk management, to make individuality service, to consummate the incentive mechanism, to establishment broad cooperation and so on.
