The Dongting Lake district is rich and populous "the land of plenty", natural resources of its surrounding areas are rich. There are abundant basic conditions for agricultural production, numerous labor force and certain foundation in processing industry in the Lake district.Obviously, it is very important to strengthen its management legislation for protecting the Dongting Lake's economic circle and accelerating the development of the Dongting Lake district as well as Hunan Province. In order to realize coordinated and sustainable development of the Dongting Lake district's economies and environment, we must deal with the relationship between protection and development through legal means, especially, some question about the management of the Dongting Lake. But now, legislation of the Dongting Lake is not imperfect, it has made difficult for law enforcement and management. Therefore, we must seek a legislation mode for environmental features of the Dongting Lake district. There are two modes of environmental legislation comprehensive legislation and separate legislation.To contrast these two legislation modes, it is very important to find a mode for the management of the Dongting Lake. Because there are extremely complicated relationships and conflicting interests during the course of management and protection of the Dongting Lake, the combination of comprehensive legislation and separate legislation is a more appropriate mode. So, it is necessary to formulate a comprehensive management legislation or protection legislation by the Standing Committee of the Province People's Congress, and it provides a legal basis for us. Through comprehensive legislation, we should define legal principles and some fundamental questions, for example, the management bodies, the protection of wetlands and the protection of bilharziasis. Furthermore, separate legislation should be formulated. It is more consistent with the actual condition in the Dongting Lake, and is more conducive to sustainable development of the Dongting Lake district.
