Analysis Of The Township Election Reform Interests

On the base of studying literatures home and abroad on the subject of election reform in China's villages and town regimes, I analyzed the advantages and disadvantages of these literatures. The conclusion is that lacking the perspective of interests analyze is the main reason for these disadvantages.Interests analyze is an important academic methodology, and Marxism classical author attached a great importance to this methodology.We defined interests as rare resources, including economic income, political power, and social status and so on. On the base of assumption of economic man, we esteem public servants, government and party as subjects with own special interests, who respectively have their own interest targets, perspectives, and they also expect the interest distribution mechanism in favor themselves.In the institutional background of the Party's supervision of cadres, the election reform in China's villages and town regimes, developed different patterns, with different problems. In this article, we make explicitly analyze on the interests benefit and lose of different subjects involved in this reform, such as officials and potential competitors, the Party, and the upper government.On the base of interests analyzing, we try to list the necessary agreements about the reform. And also, we probed the possible and practical pattern for the election reform in China's villages and town regimes. The result is to develop the local congress institutions, and the Party puts forward local essences to compete in the election of local congress.In order to guarantee the Party's motivation and status as the reform leader, it is necessary to enhance inner-Party democracy, by Opening of the party affairs, direct election the party representatives, which would improve the institution of the Party's supervision of cadres, and consolidate and enhance the Party's Governing ability and governing position. Additionally, it is indispensible to stabilize the relationship of the village and county regime, by legalizing the relationship, to ensure the economic and social development task completion.
