The American is the biggest developed country in the world, while China is the biggest developing one. There were only about 300 years before the U.S.A reaching today`s level and as our country is only 61 years after the foundation. After the centuries` test, it has been proved that the institutions of civil service of U.S.A are an acceleration of its economy and the life of people. While there were only 20 years from the foundation of our civil service, and there is a long way to go.So we could study and learn the goodness of the institution of civil service of U.S.A. In this paper, we will have a try to find a way to reform our civil service from the comparison of the institution of the U.S.A and China.The first part of this paper is the preface. In thisi part, the author show us the purpose of this paper, and the situation inside and outside our country, and also the base which this paper root on.It had taken American more than a hundred years from the year of 1883 and got the development today, and the institution of civil service of USA is considered one of the greatest symbol in the world. While the civil service system of our country was formed only about 30 more years. So it is necessary for us to learn more about the institution of civil service system of US and use it for referenceThe second part of the paper is the main body. In this part, the author do a comparison of the two countries after reading and looking in many materials and books,which is in order to know more about the content of the institution. And the comparison is from the following angles: the background of the civil service, the defination of the civil servant or government employee, the classification of the positions in the civil service system, the management system of the civil servant or government employee, and the hire of the civil servant or government employee. Finally, the author describe us some of the tendency and development of the two countries in recent years.The third part of the paper is to show some reform and development of China and US of the civil service institutions. And the purpose is to absorb some nutrition, and learn some new ideas, and use some new methods for reference from the reform of USA.The fourth part of the paper is the last part of the paper. In this part, the author give some personal suggestion which based on the analysis on the comparison the institution of the two countries.
