Establish and implement civil service management system in China is an important reform of the personnel management, while the civil servant management begin from civil servants selection. "choosing the civil servant is the important thing of every government", old proverb say. the quality of civil servants employed directly relate to the overall quality of civil servants and the efficiency of the whole country machine.Civil servants enrollment system has been implemented almost 20 years, the result is that, it has recruited large quantities of outstanding talented person for the government departments of our country. In recent years, the population of civil servants register surged year by year, formed a strands of civil servants who entered oneself for an examination upsurge, it attracted social wide attention. We see that the civil service enrollment system plays an important role of society but also pay attention to the limitation and some problems of the civil servant recruitment.This paper reviews the formation and development process of our country civil servant recruitment, states the procedure and content, nods the civil servant recruitment play an important part in administrative personnel selection, through the analysis of the current situation and thinking, discovers the work of civil servant recruitment exist some problems and some aspects with insufficiency, including the basis of its legal system is not perfect; high operating costs, the resources repetition waste problem, dislocation of an examination cost subject, The ineffectual supervision work and so on, especially focuses on analyzing problems of examination of recruitment in the local governments at all levels of organization management with disunity and nonstandard. Thus proposes establishing a unified national civil servants qualification enrollment system, its main characteristic is standard and unified, change its properties by position for the qualifications test, reform exam formally by one round for two rounds of the exam, through reforming civil servant recruitment patterns, re-examination and designing of civil servant recruitment of each link, achieve the whole work of civil servant recruitment of improving and optimizing, better play its role in selecting talents.
